Brief: 

Communities for Equity filed a lawsuit against the Michigan High School Athletic Association, claiming the Association's scheduling of high school sports seasons discriminated against female student athletes on the basis of gender. The Association claimed that they could not be held responsible for damages under Title IX because it did not directly receive federal funding. The Circuit Court held that the Association was so connected with the public schools and the state, that the Association was a state actor under Title IX.
