The Supreme Court substantially limited the impact of Title IX by holding that only the particular program that receives federal funds at a school has to treat men and women equally, rather than the school as a whole. Four years later, Congress passes the Civil Rights Restoration Act in part to restore full effectiveness to Title IX.
