Rejection of Title V Funds

Legal Momentum praises the following 24 states that have declined to participate in the federal government’s Title V program, which requires states to provide matching funds for programs targeting 12-29 year olds with a strict abstinence-only message.  However in many of these states abstinence-only programs continue to receive large amounts of federal funding through the Community Based Abstinence Education Program and other federal programs.
