Comments to Chairman Tom Harkin and other members of the Senate Committee on Health, Education, Labor and Pensions, and the Subcommittee on Employment and Workplace Safety on the legislation to reauthorize the Workforce Investment Act. The comments suggest that:
The definition of “individuals with barriers to employment” should be expanded to include individuals preparing for nontraditional occupations.
The legislation should require that all performance data reporting be fully disaggregated and crosstabulated by gender, race/ethnicity and age in addition to the subpopulations that comprise “individuals with barriers to employment.”
While gratified that the discussion draft includes a possible study on participants entering nontraditional occupations, the report from the Departments of Labor and Education should be required.
