Seher Khawaja, a senior attorney with the gender equality advocacy group Legal Momentum, also warned against increasing the small business exemption to firms with up to 15 employees.

The proposed change "will be harmful to the large number of women of color engaged in low-wage work in New York City," Khawaja said in an email. "This includes many women working at small nail salons, hair salons, daycare providers, restaurants and retail stores, where women typically make lower wages, frequently encounter wage violations and would benefit significantly from knowing rates of pay."
