Determined whether a state athletic association acts “under color of” state law, 42 U.S.C. §1983, and is therefore subject to constitutional scrutiny.

This case involves discrimination in high school athletics. At issue is whether high school athletic associations, which set rules and policies for local school districts, are state actors covered by the Constitution.
